Transport Research Laboratory (TRL) of the United Kingdom has offered a new medium to the operators of traffic control centres for integrating real-time signal control mechanisms like SCOOT (Split Cycle and Offset Optimisation Technique) with PTV’s VISSIM micro-simulation package. Called Tool for Evaluating Strategies for Traffic (TEST), this microscopic simulation programme will allow the operators to replicate various traffic scenarios and measure their effectiveness before implementing them.
For assessing the impact that their proposed strategies would have on the roads of their neighbouring authorities, the Local Highway Authorities in the UK, under the Traffic Management Act (2004), are required to ensure that their planning incorporates “more than just their own road network”. So, by using TEST they will be able to assess the consequences of possible events or situations or even road works. By doing so, they will be able to plan in advance in such a way that congestion is prevented and the journeys are smooth because TEST can scrutinise various signal settings and trial options.
