Some of the measures being considered to raise funds include levying of cess on petrol and diesel, increasing renewal fee for driving licenses, registration of both two and four- heelers and levying of a congestion fee, a green tax, parking fee, property development tax and employment tax. The Union Ministry of Urban Development has made it mandatory for state governments to levy the cess on petrol and diesel in cities with a population of over 10 lakh to better fund the improvement of the transport infrastructure.
