What have been the focus areas and strengths that have helped the company over a decade to scale new heights in the turnkey highway infrastructure and traffic management sector?

We also have a strong execution track record with a talented team and organizational culture with pan-India presence and readiness.

What are the key features of verticals such as ATMS, toll management systems, tunnel management, highway lighting and civil work?
Advanced Traffic Management Systems (ATMS / HTMS)
SCAIPL’s ATMS is one of their flagship offerings, designed to make highways smarter, safer and more efficient. With implementation of over 1000+ kms on AI solutions of ATMS circular 2021 & 2023, we are one the leading SI in India to have this capacity and capability. Projects like Dwarka expressway, Trans – Haryana, Bangalore – Chennai, Delhi – Agra are some of the key projects.
Toll Management Systems (TMS)
Toll collection is a revenue-critical area and SCAIPL focuses on efficiency, transparency and leakage-free operations. With over 11+ leading banks associated with latest ICD 2.5, we are processing nearly 12-15 Lakhs transactions per day. Most of our projects are with IHMCL and we are one the leading SIs for TMS.
Tunnel Management Systems (TMS)
Critical in hilly terrains, waterway passing and traffic junctions, tunnels demand a safety-first approach with integrated control systems. We at SCAIPL ensure commuter safety and uninterrupted traffic flow in tunnels. With key features like ventilation control via jet fans and sensors for air quality and smoke management, we have fire detection and suppression with automated fire alarms, hydrants and suppression systems. We also have lighting control with adaptive LED lighting based on day-night, traffic density and emergency response systems. SCADA integration as a supervisory control and data acquisition for monitoring all tunnel subsystems along with CCTV and incident detection are also installed.
Highway and Street Lighting Solutions
Lighting is vital for safety and security on highways, bridges and urban roads. SCAIPL has a vision for enhanced commuter safety at night, reducing accidents and supporting energy conservation. Key features of lighting solutions include energy-efficient LED lights which are long-life, low-maintenance luminaires with smart drivers. Centralized Control and Monitoring System (CCMS) is the remote monitoring of power consumption, lamp status and energy savings. Automatic dimming and adaptive lighting adjust brightness based on time of day, traffic density or weather. Other solutions include integrating solar lighting as hybrid solutions for remote or off-grid areas and pole and mast engineering, which is high-mast and street-level lighting installations with safety designs.

Please highlight some of your key projects.
At Dwarka expressway we are processing about eight lakhs traffic per day on ATMS circular 2023 and capture nearly 60k traffic violation per day, which is amazing for a small-sized project of just 57 km. We have the 173 km Trans-Haryana on 2021 ATMS circular, which is also a high-volume traffic corridor. Apart from this, the Purvanchal expressway is a giant project which is nearly 340 kms on 2021 ATMS circular.
In the recent Dwarka expressway project, what have been the areas where SCAIPL has provided technology, infrastructure and operational support?
In line with the 2023 circular, we have successfully implemented the Automated Traffic Management System (ATMS). In addition to this, we are also responsible for managing the day-to-day operations. As far as manpower is concerned, a total of 59 staff members is deployed, covering both technical and operational functions. This ensures adequate support for system functionality, operational continuity and compliance with prescribed standards.
On your advanced lighting systems…
While advanced lighting concepts are not new to India, their adoption has been limited due to a lack of regulatory encouragement. As per standards, highways require 40 lux illumination, yet few initiatives focus on Centralized Control & Monitoring Systems (CCMS). Automatic dimming or adaptive lighting—which adjusts brightness based on time of day, traffic density, or weather—remains untapped. To enhance efficiency and sustainability, greater emphasis should be placed on integrating solar and hybrid lighting solutions, particularly for remote or off-grid areas.
What are your plans for expanding your areas of operations?
We are now prioritizing the upgradation of technology across all key domains, whether in ATMS, TMS, highway lighting or tunnel management systems. Looking ahead, we are also actively preparing for the implementation of Multi-Lane Free Flow (MLFF) tolling. With a highly capable in-house team, we are fully equipped to handle all necessary software modifications and upgrades. In fact, we have already developed our own MLFF software, successfully conducting an in-house pilot on NH 152D, which demonstrates both our technical strength and readiness. With this expertise, we are committed to contributing towards building a smarter, technologically advanced and future-ready India.

What are the necessary steps to be taken for safety and seamless traffic on a road stretch- be it expressway, highway or urban roads?
India faces significant traffic challenges due to the sheer volume of vehicles and limited user awareness of traffic rules. While regulatory authorities have improved licensing processes, there remains considerable scope for strengthening enforcement. Unlike in many other countries, where repeated challans are directly linked to driving licenses—leading to stricter penalties or even license cancellation—such measures are not effectively implemented in India. To enhance road safety and efficiency, NHAI should accelerate the nationwide adoption of the ATMS 2023 policy, providing better user experience and supporting traffic police operations. Additionally, concessionaires should be empowered with the authority to issue challans, creating a more robust and accountable traffic management ecosystem.
Explain your passion for highway traffic management, the way you approach each project and develop skilled manpower.
The Indian market offers vast opportunities, with only eight percent of NH roads currently aligned with the 2021 and 2023 ATMS policies. Each project presents unique challenges, but with our capable team and strong leadership, we continue to focus on team engagement and continuous improvement to meet and exceed the expectations of the authorities.
