Homologation Application for Type Approval and Inventory Management
Homologation is the process of certifying that a particular vehicle is roadworthy and matches specified criteria as laid out by the government for all vehicles made or imported into that country. The online Homologation application facilitates the following:
• Submission of new vehicle models by manufacturers for Type Approval
• Appraisal and certification by authorized Type Approval agencies
• Upload of inventory and Ex-showroom price by Manufacturers
• Integration with Registration process in Dealer Points and RTOs
This system has facilitated an end-to-end process flow application – right from the design stage of a new vehicle model, till the eventual ownership by end user – which enables an inter-connected, consistent and accountable system. The application currently covers all Vehicle Manufacturers across the country with downstream adaptation by 19 states through their RTOs and dealer networks.
Online Fancy Number Bidding and Allotment System
The special numbers in any Vehicle Registration series – also called VIP Numbers or Fancy Numbers – are now-a-days put up for online auction for bidding by interested citizens and allotted to the highest bidder in a transparent manner. State Transport Departments reserve a set of special numbers in every series for every RTO and put them up for online auctioning for a limited period of time. For example, Delhi has a list of 142 special numbers like 1,2, 3…., 100, 200…, 1111, 9999 etc for which online auction takes place every month. Vahan application has developed and implemented a module for this purpose which can be customized by states as per their own requirements and policies. The major functionalities covered are:
• Registering online applicants
• Option for choosing numbers
• EMD deposit through ePayment
• Online bidding with increments
• SMS/ Email intimation to winner
• Registration of allotted number
• Back-end management for Department
This system has been successfully adopted in a number of states – like Delhi, Chandigarh, Odisha, Uttar Pradesh and so on. This has put a stop to the existing process of allotment of such fancy numbers on discretionary basis, brought in convenience to citizen, huge revenue to the concerned states and transparency to the system.
Dealer Point Application
This application has been successfully implemented in 12 states across the country, which have granted power of Vehicle Registration to automobile dealers. The application is an extension of the Vahan software and complements its functionalities by allowing the authorized dealers to enter vehicle, owner, insurance, finance, purchase and other related details, take fees & taxes as per applicable rates through ePayment, generate registration numbers (as per state’s rules) and so on. Citizen has the convenience of getting their registration services completed without visiting RTOs.
Ministry of Road Transport & Highways and National Informatics Centre have chalked out ambitious plans to revamp the entire Transportation Sector by enabling IT as a tool for facilitating more efficient and hassle-free services to the citizen, modernizing the infrastructure and making the system more transparent and accountable.
Search option of National Register
The consolidated Transport National Register has been a major source of information for various organizations with whom data is shared as per policy of MoRTH.
Vahan and Sarathi Online Services
A host of citizen-centric services have been developed on both Vahan and Sarathi platforms which include modern facilities like online filing, appointment scheduling, document upload and so on. This is to ensure ease of availing holistic transport-related services in a hassle-free and transparent manner.
Mobile Apps
Two mobile apps – (a) eChallan – for providing a comprehensive traffic/ transport enforcement system for use of Transport Enforcement Wing and Traffic Police and (b) mParivahan – for facilitating citizen with a host of easyto- access services have been developed and being rolled out across the country. Both these apps feature innovative use of latest technology and ideas to provide sophisticated, user-friendly and state-ofthe- art offering which are configurable for every state’s individual requirements. eChallan app is implemented in 54 RTOs of UP and is in advanced stage of being rolled out in a number of other states. mParivahan is freely downloadable from the Google Playstore and runs on Android phones.
